PanopticonUK: So who's lying?

The home office claim that violent crime has fallen by 41% since 1995.

The european commission claim that murders, robberies, assaults and sexual offences in the UK have increased by 77% since Labour came to power (1997).

I am assuming we are talking about the same country here, we do live in the UK don't we? So somebody isn't telling us the truth..............
